About BİA2

Countrywide Network for Monitoring and Covering Media Freedom and Independent Journalism

"Establishing a Countrywide Network in Turkey for Monitoring and Covering Media Freedom and Independent Journalism" project – (BİA²) is implemented by IPS Communications Foundation since 17 November 2003. A 36 month project, BİA² is based on the gains of foundation's previously implemented BİA project and overseen by the project coordination headed by project advisor Nadire Mater and project coordinator Ertuğrul Kürkçü. 80 percent of the project's budget is met through a grant contract under the European Union's Initiative for Democracy and Human Rights (EIDHR).

A General View of BİA2 in Progress

The goals of the project can be summarized as:

  •    Raise public awareness of social and cultural value of information.
  •    Promote and cover the implementation of recent reforms in Turkey for broader freedom of expression and monitor violations    of freedom of expression.
  •    Support and reinforce the local media to enhance pluralism and participation in public affairs.
  •    Promote the quality and coverage of human rights, women’s rights and children’s rights issues.
  •    Enhance journalistic standards and professional ethics.

BİA2 Activities 

BİA2 Journalism and Bianet

BİA2’s rights-based news production and coverage revolves around the project website, www.bianet.org. The editorial desk, comprising of four editors and a reporter, provides daily specialized coverage focusing on human rights, children’s rights, gender and minority issues, as well as reedited news and information from local media. The website also contains two sub-sites ‘The Women’s Window’, focusing on women’s rights and issues concerning women and ‘News in English’, a selected English version of daily bianet output.

Media Monitoring and Legal Assistance

In order to promote socially and ethically responsible media; to provide a record of the implementation of the reforms for broader freedom of expression for the political leaders and and heads of the media and to support the local media in defending their rights against obstacles on their way for enjoying freedom of expression the BİA2.  

  •    Monitors and report violations of freedom of expression.
  •    Monitors the functioning of the media along with the guidelines of freedom of expression and professional ethics.
  •    Monitors the level and degree of newspapers’ coverage of human, women’s and children’s rights issues, in comparison of        rights-based coverage to daily total output.
  •    Legal assistance desk continues providing free consultation and guidance for the local media.

Rights Journalism training seminars & training

For the Local Media: In order to help local media achieve higher standards of journalism and produce better quality coverage of ‘human rights’, ‘women’ and ‘children’ issues, BİA² held seminars on Reporting on Rights in the provinces of Diyarbakir, Trabzon, Bolu, Bursa, Izmir, and Mersin between October-November 2004 and February-March 2005. The seminars were attended by a total of 227 people, including 66 women, from 42 provinces.

The training program was composed of presentations on "Dilemmas of the Media and the Quest for New Reporting," "The Principles of Responsible Reporting," "New Regulations on Women, Children and Minorities in the European Union Process," "The News Value of Rights Struggles," and "Local Media Talks About Reporting," and workshops on "examples of reporting based on rights." The attendants participated in the workshops in three different groups as newspaper, radio and television reporters.

Associate-Professor Ciler Dursun ( Communications Department of Ankara University), Prof. Dr. Levent Koker (Law Department of Atilim University), Associate-Professor Dr. Gulgun Erdogan Tosun (Communications Department of Ege University), Husnu Ondul (Head of the Human Rights Association), Oguz Haksever (Private NTV television), Omer Madra (Acik Radio), Ragip Duran ( Communications Department of Galatasaray University and journalist), Murat Celikkan (Radikal newspaper), and Serif Erol (radio reporter) were at the seminar on reporting on rights as trainers.

Reporters from 110 print media companies, 51 radios and 25 televisions, representatives from rights organizations, and educators and students from communications departments attended a total of six seminars.

There were participants from Aydin, Burdur, Isparta, Izmir , Manisa, Mugla , Usak, Balikesir, Bursa , Canakkale, Edirne , Kocaeli, Tekirdag, Bilecik, Antalya , Hatay, Iskenderun , Karaman, Mersin , Gaziantep , Van, Diyarbakir , Sanliurfa, Adiyaman, Sivas , Erzincan, Siirt, Batman, Malatya ve Igdir, Artvin, Giresun, Ordu, Rize, Samsun , Trabzon , Ankara , Bolu, Eskisehir , Istanbul , Karabuk and Kocaeli.

Women’s Rights Journalism training seminars

BİA² held the seminars on "Women's Rights and Reporting with a focus on Women," in the provinces of Batman, Izmir , Ordu, Eskisehir , Canakkale and Ordu in September, October and November 2005. A total of 248 people, including 135 women from 47 provinces and districts participated in these seminars.

The program included workshops on "National and International Regulations on Women's Rights," "Media and the Representation of Women in the Media and Women's Rights Violations in the Media," and "Reporting on women's rights violations, rape, honor murders, and violence against women, and news monitoring."

Lawyer Hulya Gulbahar (Turkish Penal Code Women's Platform), Associate-Professor Doctor Hulya Ugur Tanriover (Communications Department of Galatasaray University), Doctor Aksu Bora (Administration Center for Women's Problems at Ankara University), journalists Ipek Calislar , Nadire Mater, Fugen Ugur and BIA Legal Advisor Meric Eyuboglu attended the seminar as trainers.

Reporters from 125 print media companies, 30 radios, 20 televisions, representatives of rights organizations, and educators and students from communications departments attended the seminar. The participants came from the provinces of Batman, Diyarbakir, Gaziantep, Malatya, Mardin, Mus, Siirt, Sanliurfa, Igdir, Adana, Antalya, Iskenderun, Karaman, Kahramanmaras, Kayseri, Nevsehir, Mersin, Izmir, Aydin, Mugla, Burdur, Usak, Manisa, Isparta, Denizli, Bursa, Canakkale, Edirne, Tekirdag, Kirklareli, Balikesir, Istanbul, Yalova, Eskisehir, Kirsehir, Bilecik, Bolu, Artvin, Ordu, Giresun, Corum, Kars, Kastamonu, Zonguldak, Samsun and Trabzon.

Children’s Rights Journalism training seminars

BİA² held seminars together with UNICEF-Turkey on "Children’s Rights and Reporting with a focus on children" in the provinces of Erzurum, Diyarbakir, Ankara, Mugla, Adana, Samsun and Kocaeli in December 2005 and January, February and March 2006. A total of 257 people, including 83 women from 62 provinces and districts participated in these seminars.

The program’s presentations’ topics: “General introduction: What are Children’s Rights? UN Convention on the Rights of the Child”, “Representation of children in the media, a critical view Coverage of children in the media / Children’s rights violations and the media”

The program included workshops on “Creating a sensitive language”, “creating an agenda for subjects/themes related to children/children’s rights”, “Monitoring: what is said, what is done?” and “Exercise: Rewriting a published article about children, Exercise: Interviewing children”.

Seda Akco (Lawyer from Istanbul Bar Association), Yasemin Onat (Lawyer from Antalya Bar Association), Assiztant professor Dr. Incılay Cangoz (Eskisehir Anadolu University Communication Faculty), Associate Professor Dr. Gulgun Erdogan Tosun (Izmir Ege University Communication Faculty) , Associate professor Dr. Serdar Degirmencioglu (Istanbul Bilgi University), Ezgi Koman (Coluk- Cocuk Dergisi – Children's Magazine), Tugrul Eryilmaz (Radikal Sunday supplementary and Milliyet Art monthly magazine editor in chief), Ragip Duran ( Galatasaray Unversity Communication Faculty), Ahmet Sik (Journalist), Kemal Ozmen (Bianet Children Rights reporting editor) attended the seminar as trainers.

Reporters from 127 print media companies, 28 radios, 25 televisions, 14 news agencies and representatives of children rights organizations, and educators and students from communication faculties attended the seminar.

The participants came from the provinces of Adana, Gaziantep, Iskenderun, Mersin, Osmaniye, Afyonkarahisar, Ankara, Aksaray, Bolu, Cankiri, Corum, Hakkari, Konya, Nevşehir, Nigde, Zonguldak, Adiyaman, Batman, Diyarbakir, Batman, Diyarbakir, Hakkari, Malatya, Mardin, Siirt, Sanliurfa, Sirnak, Van, Erzincan, Bingol, Erzurum, Tunceli, Mus, Igdir, Bayburt, Rize, Kars, Artvin, Balikesir, Bileck, Bursa, Canakkale, Istanbul, Kocaeli, Yalova, Zonguldak, Antalya, Aydin, Burdur, Denizli, Isparta, Izmir, Manisa, Mugla, Usak, Giresun, Ordu, Samsun, Sinıop, Trabzon

For rights-based organizations: “Rights Organizations and Media Relations” seminars, as part of a special training program was directed at human, women’s and children’s rights organizations and freedom of expression groups.
The program was attended by a total of 128 people, including 64 women from 28 provinces in March, April and May 2005 in Diyarbakir Izmir, Ankara and Istanbul.

The program was made up of presentations on "The Concept of Rights Orgaizations- Examples from Across the World and Advocacy", "PR and Applications", "Strategies And Methods for The Rights Organizations in Their Relations with The Mainstream and Local Media", "Strategies to Attract Media Attention and Coverage in Advocacy and Violations", "Relations of Rights Organizations with Target Groups", and Workshops on “Organizing Press Briefings and Writing Press Statements".

Associate-Professor Doctor Gulgun Erdogan Tosun (Communications Department of Ege University), Fugen Ugur ( NGO advisor) Ergun Gumrah (Communication expert – Leo PR), Sinan Gokcen (NGO expert- Helsinki Citizenship Association) and Erol Onderoglu (Freedon of expression edior and media monitoring desk director of BİA²) were at the seminar as trainers

Activists from 38 NGOs who are working on human rights, women rights and children rights attended the seminar.

The participants came from the provinces of Balıkesir, Izmir, Kutahya, Manisa, Mugla, Ankara, Mersin, Konya, Adana, Hatay, Samsun, Karabuk, Sivas, Tarsus, Diyarbakir Adiyaman, Batman, Elazig, Gaziantep, Malatya, Mardin, Mus, Siirt, Sanliurfa, Van, Canakkale, Kocaeli and Istanbul.

For jurists on freedom of expression: BİA² held a workshop on freedom of expression in Istanbul in September 2004. A total of 26 lawyers, 9 of whom were women, who mostly work in the field of freedom of expression from 14 provinces attended the workshop.

The program was made up of these topics: "European Convention on Human Rights and Ways for Individual Application," "European Court of Human Rights and Freedom of Expression," "Individuality Rights - Damages cases and the right to respond," "Print media and legal order, and the evaluation of RTUK decisions, Constitutional amendments and Harmonization Laws in terms of freedom of expression."

Lawyer Sezgin Tanrikulu (Diyarbakir Bar Association), Professor Doctor Semih Gemalmaz (Law Department of Istanbul University), lawyer Eren Keskin ( Istanbul branch of the Human Rights Association and communications jurist Fikret Ilkiz made presentations at the seminar.

The lawyers at the workshops came from Eskisehir , Adana , Mugla, Ankara , Canakkale, Istanbul , Bursa , Diyarbakir , Batman, Edirne , Tunceli, Mersin , Sanliurfa, Siirt Bar Association, Izmir Bar Association and Antalya Bar Association.

A second workshop in May 2006 brought together 31 jurists, of which 11 were women, from 15 provinces.

In the two day event BİA2 Legal Advisor, Fikret İlkiz from Istanbul bar association made presentations regarding the problems arousing out of the new Turkish Penal Code in terms of freedom of expression and also problems related to the Radio and Televison Supreme Council in the same context.

The lawyers who joined the workshops came from Adana , Mugla, Ankara , Canakkale, Istanbul , Bursa , Diyarbakir , Batman, Edirne, Tunceli, Mersin , Sanliurfa, Siirt, Izmir and Antalya Bar Associations.

Radio Programs

Local radio channels have already begun broadcasting the 32-week radio programs on women, children and human rights prepared in April-November 2005.

* Woman's Window: Particularly for women, but actually for men too... The 45-minute Woman's Window programs prepared by Filiz Can are fun and informative and which urge the audience to discuss and think. In the Gold Day section, Filiz and Cigdem discuss various issues from marriage to soap operas, from menstruation to menopause, from obesity to violence. In the Kitchen section, men give recipes while talking about sharing life with women. Women of different cultures talk about their food. In the Health section, Meltem Agduk from the United Nations Population Fund gives information on the subject of healthy reproduction.

During these radio programs, we talked about women's stuggles and gains in recent and distant history, women's institutions, and spoke with artists and writers. Talin walked the streets, and spoke with women in different fields of life. The programs also include information on books, women's rights in the law to protect the family, the Turkish Penal Code, and the Civil Code and of course, every kind of music.

* Children's Radio: For children with children... Children are having fun, children are discussing, children are learning... The Childrens' Radio package prepared by Emine Ozcan is made up of 30-minute programs. In the programs, presented by Merve Ozdemirkiran and Aysecan Kartal, Tolga and Beyza talk about school, life at home, their anger, problems and sometimes even gossip. They sometimes criticize the adults maliciously.

In the They Were Once Children section, we talk about the childhoods of famous people in the world of arts, science, literature and sports. In the Cities and Countries section, children called or wrote to us and shared with us what they love, what they don't love, their games and culture. Children's songs and songs particular to countries and regions accompany programs on science, books, animals, rights, puzzles and games.

*You Are/Have Right!: Yes we have rights. The 20-minute human rights program prepared by Ozlem Dalkiran gives information on rights, includes discussions and corrects frequent mistakes. Each program focuses on a certain right. Dalkiran discusses with experts many issues such as the notion of human rights, women, environment, children, minorities, refugee rights, torture, capital punishment, consumers, armament, freedom of expression, and conscientious objection. Dalkiran also talks about national laws and international conventions.

The program includes case studies of certain rights violations. Oncul Kirlangic, from time to time, asked the people on the street what they understand from certain rights. The responses are fun. In between talking music about human rights in Turkey and the world is played.

International Forum on Independent Media

November 2006, local media representatives, communications academics, journalists, media analysts, human rights and gender researchers and communication students from around the world will be invited to Istanbul for a forum on the conditions and guarantees of ethically and politically responsible journalism in the light of international and domestic experiences.

In the last year of the project, representatives of independent media from around the world will be invited to meet in Istanbul . Local media representatives, communications academics, journalists, media analysts, human rights and gender researchers and communication students will be provided with a forum for a debate on the conditions and guarantees of ethically and politically responsible journalism in the light of international and domestic experiences and achievements in the field.

IPS Communication Foundation

The IPS Communication Foundation is the responsible body that implements BİA2. A non-profit foundation, IPS was founded in 1993 in Istanbul with the aim of supporting and implementing programs in the fields of communication and development. IPS is run by its five founding members:

About BIA 

The Independent Communication Network

BIA, The Independent Communication Network, brings together more than 130 local newspapers and radio and television stations. The network aims at promoting co-operation of the local media on a productive basis and establish a new channel for honest journalism .

The BIA has gained institutional identiy at the "Founding Conference" on January 13, 2001 in Izmir. And since than it presents journalistic activities at its website www.bianet.org

The BIA project is headed by Project Coordinator Ertuğrul Kürkçü and Project Advisor Nadire Mater. The overall project is overseen by an 16 member executive council comprising of local journalists, communications academics and representatives of related non-governmental organisations (NGOs).
   
BIA Editorial Desk pools news and information dispatched by affiliated local radio stations, TV channels and newspapers. Reporting and coverage by the BIA News Centre in Istanbul and in other related BIA departments are also collected in this news pool.

The BIA News Center daily provides news and information related with the conditions and realities of the ordinary people who are generally neglected by the Turkish mainstream. The BIA aims at voicing the lives and realities of the voiceless and unheard.

Since its initiaition on December 7, 2000 to June 1, 2001, BIA editorial desk has published a total of 1210 news items and 116 features from 650 sources for its followers.

The BIA Legal Assistance Desk is headed by jurist Fikret İlkiz and assisted by Erol Önderoğlu. Routinely interviewed by the desk, the local media editors and representatives are queried for their recent problems and dificulties. The desk, monitors and records its findings. The records are collected and published in six-monthly and annual reports of "Violations Against Local Media".

The desk also probes into the difficulties faced by the local media and provides legal councel by Jurist Fikret İlkiz, a prominent specialist on Turkey's Communication Law. The desk provides the BIA affiliates and the public information update, particularly on Turkish Communication Law, Copyright Law, the Radio and Televison Higher Council (RTUK) and other issues. The desks services are free of charge.

The BIA Programme Production Center, produces radio programs for the local media who may not have the necessary facilities and know-how for quality programmes. The output is reprocessed as text for the local newspapers as well.

The Center was established as a response to local radios' shortcomings what were widely discussed during local meetings with the local media in 1996-97.

Already three radio programmes are on air: The weekly women's programme "The Women's Window", the weekly child programme "Children's Radio" and a daily programme "Today in History."

The programme CD's are routinely distributed to 77 radios in the bianet network, and also published in the bianet website in mp3 format.
